All the instructions to install the iOS beta 3 will be present in the invite mail. You will need to install configuration profile from the website to install the beta.
The iOS beta comes with built-in Feedback Assistant Application, through which you can report the errors directly to the Apple. It is compatible with iPhone, iPad and iPod touch.
The website further notes:
Before you install beta software, please be sure to back up your Mac using Time Machine or your iOS device with iTunes. The public beta software is still in development, which means some applications and services may not work as expected. You should not install beta software on production or business-critical systems.
The third beta of iOS 8.3 bring several improvements and bug fixes. Earlier, Apple has released the iOS 8.3 beta 2, which came with English India language support for Siri.
